Addressing the ministerial meeting of the Organisation of Islamic Cooperation (OIC) Contact Group on Jammu and Kashmir on the sidelines of the 81st United Nations General Assembly, Dar urged OIC member states to maintain a unified position on the issue at the United Nations and other international forums.
Dar said Kashmiris had been awaiting the exercise of their right to self-determination under the UN framework for decades. He alleged that India was seeking to alter the demographic, political and cultural character of Indian Illegally Occupied Jammu and Kashmir (IIOJK), while restrictions remained on political and civic space in the territory.
Referring to the May 2025 conflict, Dar said India had previously levelled what Pakistan considered unfounded allegations against it, while Pakistan had responded in what he described as a responsible and measured manner.
He also alleged that Kashmiri political leaders and young people were being targeted under laws imposed in the territory and that restrictions had been placed on journalists and access for international observers.
Dar said India’s measures since August 5, 2019, were aimed at changing the demographic character of the territory. Pakistan has repeatedly called for the reversal of those measures and for a settlement of the dispute in accordance with relevant UN Security Council resolutions and the wishes of the Kashmiri people.
