The suspects allegedly operated an offshore call centre in Pakistan. Authorities believe the fugitives may be hiding in Pakistan or the United Arab Emirates.
The US Department of Health and Human Services Office of Inspector General (HHS-OIG) issued an alert seeking public assistance. The alert names Fizza Farid, Faizan Saleem, Shearyar Arif and Ruknuddin “Rick” Charolia.
Federal indictments accuse the four suspects of running a Pakistan-based operation called Hello International Marketing Solutions. The company allegedly used deceptive telemarketing tactics to target American Medicare beneficiaries.
AI Allegedly Used to Forge Consent
According to the indictments, the operation allegedly stole sensitive personal information from US senior citizens.
Investigators also allege that operatives used artificial intelligence to create fake voice consents. Those consents allegedly authorised unwanted medical equipment and Covid-19 test kits.
The suspects allegedly used stolen identification details to submit more than $703 million in fraudulent claims. The claims involved durable medical equipment, genetic testing and over-the-counter products.
Authorities allege that many beneficiaries never requested or received the products linked to those claims.
Alleged International Money Laundering
Investigators also accuse the network of laundering proceeds through nominee-owned companies. The funds allegedly moved through international bank accounts to conceal their origins.
HHS-OIG said Farid served as a nominee owner of a durable medical equipment company. Authorities allege she fled the United States for Pakistan to avoid prosecution.
The case highlights the challenges US authorities face in pursuing alleged healthcare fraud across international borders.
HHS-OIG is asking anyone with information about the four fugitives to come forward. Tips can be submitted anonymously online or through the agency’s hotline at 1-888-476-4453.
