Pakistan has urged the UN Security Council to take concrete action against Israeli settlement expansion and violence in the occupied Palestinian territories. Ambassador Usman Jadoon said such actions threaten the territorial basis of a future Palestinian state.
Speaking at a Security Council meeting on September 28, Jadoon said the two-state solution remains the internationally agreed framework. He warned that continued settlement expansion could create irreversible facts on the ground.
Jadoon serves as Pakistan’s Deputy Permanent Representative to the United Nations. He also called for stronger implementation of existing diplomatic frameworks for Gaza and the wider Palestinian question.
Pakistan Raises Alarm Over West Bank Settlements
Jadoon said settlement expansion in the occupied West Bank, including East Jerusalem, aims to alter Palestinian territory. He specifically highlighted developments involving the E1 settlement area.
The E1 plan includes 3,401 housing units, according to UN reporting. The UN has warned that the project could undermine West Bank territorial contiguity and prospects for a viable Palestinian state.

Jadoon also cited more than 1,600 settler attacks recorded by the UN humanitarian office this year. He said demolitions, land seizures, displacement, and expanded Israeli administrative control further threaten Palestinian communities.
Pakistan welcomed sanctions measures announced by Britain, France, and Canada concerning goods originating from Israeli settlements. Jadoon said such measures should reinforce consequences for settlement activity.
Gaza Humanitarian Crisis Remains Critical
Jadoon also described the humanitarian situation in Gaza as deeply disturbing. He said the approaching winter could further worsen conditions for the civilian population.
He said Palestinians remain confined to roughly 30 percent of Gaza’s territory. Jadoon also claimed more than 1,400 Palestinians had been killed by Israeli actions since the ceasefire.
The ambassador called for full implementation of UN Security Council Resolution 2803. The resolution endorsed the Comprehensive Plan to End the Gaza Conflict and authorized an International Stabilization Force.
Jadoon urged all relevant mechanisms to support the ceasefire, humanitarian access, reconstruction, and a credible political process. He also called for efforts to strengthen the Palestinian Authority, including through the release of withheld revenues.
Pakistan Calls for Political Path to Palestinian Statehood
Jadoon said settlement activity must stop and settler violence must end. He also called for accountability and reversal of measures that advance annexation.
He rejected any attempt to forcibly displace Palestinians from the West Bank or Gaza. He also stressed the territorial unity of Gaza, the West Bank, and East Jerusalem.
Pakistan called for a credible and time-bound political process to end the Israeli occupation. Jadoon said the process should establish an independent and sovereign Palestinian state.
UN Inquiry Finds Israel Deliberately Targeting Gaza Children, Citing Genocide
He said the future state should be based on the pre-1967 borders, with Al-Quds Al-Sharif as its capital. “The Palestinian people should not have to wait,” he said.
Jadoon warned that another cycle of promises without implementation could further undermine prospects for peace.
