According to documents, the five-member committee has been directed to complete its investigation and submit a report with recommendations within 48 hours.
The committee will be headed by the Secretary of the Cabinet Division. Its members include the Director General of the Intelligence Bureau, the Chief Executive Officer of the Drug Regulatory Authority of Pakistan (DRAP), a representative of the Attorney General’s Office, and the Managing Director of the Public Procurement Regulatory Authority (PPRA), who will also serve as the committee’s member-secretary.
The inquiry will examine the legal basis of the procurement process under the public-private partnership arrangement, as well as the approvals and authorisations required under PPRA rules.
The committee will also review the transparency of tender documents, vaccine quantities, payment terms, quality standards and bid evaluation procedures. Other areas of scrutiny include procurement timelines, complaint-resolution mechanisms and compliance with mandatory disclosure requirements.
In addition, the panel will examine vaccine pricing, financial implications and revenue-sharing agreements associated with the procurement arrangement.
The committee has been tasked with identifying individuals responsible for any irregularities found during the investigation and recommending corrective measures to prevent similar issues in the future.
The Cabinet Division will provide secretarial support to the committee, while the panel may include additional relevant members if necessary.
