Speaking at a United Nations Security Council meeting, Russia’s Permanent Representative Vasily Nebenzya said the threat of terrorism remains in Afghanistan and parts of Africa.

He noted that the movement of foreign terrorist fighters between regions and the transfer of combat experience across borders remain unresolved challenges.

Nebenzya said terrorist groups are increasingly using new technologies, digital financial tools, drones, artificial intelligence and advanced communication networks for recruitment, propaganda, financing, attack planning and coordination.

He described terrorism as a cross-border threat and called for stronger international cooperation.

According to the Russian representative, ISIS-K has carried out several deadly attacks in Afghanistan in recent years and has demonstrated the capability to conduct operations beyond the country.
