WASHINGTON: U.S. President Donald Trump, alongside Israeli Prime Minister Benjamin Netanyahu, announced a 20-point peace proposal aimed at ending the ongoing conflict between Israel and Hamas in Gaza.
The plan, which has been approved by Israel, is now under review by Hamas through mediation efforts by Qatar and Egypt.
Key provisions of the plan include:
1. Immediate Ceasefire: A suspension of all hostilities and freezing of frontlines upon mutual agreement.
2. Hostage Return: All hostages, both living and deceased, to be returned within 72 hours of Israel’s acceptance of the agreement.
3. Prisoner Exchange: Israel to release 1,950 Palestinian prisoners, including 250 serving life sentences and 1,700 detained since October 7, 2023. For every Israeli hostage whose remains are returned, Israel will release the remains of 15 deceased Gazans.
4. Demilitarization of Gaza: Destruction of Hamas’s offensive weaponry, including tunnels and military infrastructure, to neutralize their capacity for further violence.
5. Amnesty for Disarmed Hamas Members: Amnesty offered to Hamas members who renounce violence, with safe passage provided for those opting for exile.
6. International Stabilization Force: Deployment of a multinational peacekeeping force composed of U.S., Arab, and European personnel to oversee security and facilitate the training of a Palestinian police force.
7. Transitional Governance: Establishment of a technocratic transitional administration led by Palestinian technocrats and supervised by an international body, including a “Board of Peace” chaired by Trump and former British Prime Minister Tony Blair.
8. Humanitarian Aid: Unimpeded delivery of humanitarian aid, supervised by international organizations such as the United Nations and the Red Crescent.
9. Economic Reconstruction: Implementation of a “Trump economic development plan” to rebuild Gaza’s infrastructure and economy, with aspirations of transforming it into a high-tech economic zone.
10. International Oversight: Formation of a “Board of Peace” to oversee the administration and reconstruction efforts in Gaza.
11. No Hamas Governance: Exclusion of Hamas from any role in Gaza’s future governance.
12. Pathway to Palestinian Statehood: Acknowledgment of a potential future Palestinian state, contingent upon successful reconstruction efforts and necessary reforms within the Palestinian Authority.
13. Interfaith Dialogue: Promotion of interfaith dialogue to foster mutual tolerance and coexistence.
14. Reconstruction of Gaza: Comprehensive rebuilding of Gaza’s infrastructure, including housing, schools, and hospitals.
15. Return of Displaced Persons: Facilitation of the return of displaced persons to their homes in Gaza.
16. Security Guarantees: Provision of security guarantees to ensure the safety of all residents in Gaza.
17. International Monitoring: Establishment of international monitoring mechanisms to oversee the implementation of the peace plan.
18. Economic Incentives: Provision of economic incentives to encourage investment and development in Gaza.
19. Cultural Preservation: Efforts to preserve and promote the cultural heritage of Gaza.
