Cabinet Approves New Private Hajj Policy for 2027–30

ISLAMABAD: The federal cabinet has approved a new private Hajj policy for the years 2027 to 2030, introducing a performance-based framework aimed at improving transparency and service standards for pilgrims.

According to a spokesperson for the Ministry of Religious Affairs and Interfaith Harmony, the new policy replaces the traditional quota system with a mechanism based on performance and compliance. All existing private Hajj operators will be required to undergo fresh scrutiny and verification under the revised rules.

Under the policy, allocation of private Hajj quota will be made on a “first come, first served” basis. Each operator must secure a minimum booking of 2,000 pilgrims to remain active. Companies failing to meet this threshold will be declared non-operational, with half of their security deposit forfeited.

Authorities said that pilgrims registered with inactive companies would be automatically transferred to other eligible operators to ensure their travel arrangements are not disrupted.

The ministry stated that the objective of the new policy is to enhance efficiency, ensure accountability among operators, and provide better facilities to Hajj pilgrims.

Officials added that the reforms are part of broader efforts to streamline Hajj management and improve the overall experience for Pakistani pilgrims in the coming years.
