KUWAIT CITY: The Kuwaiti government has officially approved a defense cooperation agreement with Pakistan, marking a significant step toward strengthening military ties between the two countries.
According to Arab media reports, the approval was published in Kuwait’s official gazette, Kuwait Alyawm, under Decree No. 73 of 2026. The decree formally ratifies the defense cooperation agreement signed in Kuwait on June 11, 2023.
The agreement aims to establish a framework for military cooperation in accordance with the laws and regulations of both countries and their international obligations. Areas of cooperation include:
Under the agreement, Pakistan and Kuwait will prepare annual implementation plans through executive protocols and programs. It also provides for regular exchanges of official military delegations to enhance bilateral cooperation.
A Joint Military Committee will be established to oversee implementation, coordination, and monitoring of the agreement. The committee, appointed by the defense ministers of both countries, will meet annually.
The agreement includes strict provisions for protecting classified information. Confidential documents, data, and materials exchanged under the agreement cannot be shared with any third party without the written consent of the originating country. These confidentiality obligations will remain in force even after the agreement expires.
Regarding financial arrangements, the agreement is based on the principle of mutual cooperation. The host country will cover domestic official travel, accommodation, and emergency medical treatment expenses for visiting delegations.
It also states that the agreement will not affect either country’s rights or obligations under other international treaties.
Any disputes arising from the interpretation or implementation of the agreement will be resolved through mutual consultations between Pakistan and Kuwait, without referral to any national or international court or third party.
