ISLAMABAD: Chief Minister of Khyber Pakhtunkhwa Muhammad Sohail Afridi has directed all provincial departments to finalize the PC-1 documents for development schemes proposed under the Annual Development Programme (ADP) 2026–27 by June 2026.
He stressed that the upcoming ADP will act as a comprehensive roadmap for inclusive and sustainable development across the province, giving special attention to underdeveloped districts.
The Chief Minister issued these directives while chairing a key meeting of the Planning and Development Department via video link from Khyber Pakhtunkhwa House, Islamabad. He stated that the ADP 2026–27 will aim to promote balanced development, ensuring historically neglected districts receive focused attention. He added that the province’s development portfolio will prioritize public safety, law and order, employment generation, education, healthcare, and essential public infrastructure.
Officials briefed the meeting on fund releases and expenditures under the ADP 2025–26 and presented the preliminary framework for the ADP 2026–27. It was noted that no federal funds have yet been released for the Accelerated Development Programme in the merged districts during the current fiscal year. Nevertheless, the provincial government has allocated and released Rs 29.6 billion to sustain ongoing development initiatives in these areas.
The meeting highlighted that 67 percent of the funds released under ADP 2025–26 have already been utilized, and 218 high-priority projects are expected to be completed in the next fiscal year. Under the proposed ADP 2026–27, approximately 80 percent of the allocation will be directed toward ongoing projects, while 20 percent will be reserved for new development initiatives.
The upcoming ADP will also include the Rs 1 trillion Roshan Qabail Package for the merged districts, aimed at accelerating socio-economic development. Key initiatives under the package include the establishment of a Health City, Tribal Medical College, Tribal University, Integrated Development Package for Upper Chitral, virtual classrooms, bag-free schools, AI in school curricula, afforestation under the Ehsaas Jungle Programme, and expansion of the Panagah and Zamung Kor networks.
Additional proposals include dedicated schools for children with special needs, a self-employment scheme for persons with disabilities, Khyber Safari Train project, expansion of the Bus Rapid Transit system to divisional headquarters, completion of Safe City projects, and establishment of a Cyber Security Operations Center.
