KARACHI: The Sindh cabinet has approved a landmark initiative to facilitate digital property registration for overseas Pakistanis, aiming to simplify and modernize the process of property transactions.
To implement the initiative, the cabinet also approved amendments to the Registration Act of 1908, enabling online execution of sale deeds and biometric verification. Chief Minister Sindh Murad Ali Shah said the move would significantly ease property registration for Pakistanis living abroad.
According to the chief minister, sale deeds can now be executed online, and overseas Pakistanis will be able to complete deed execution at Pakistani embassies or missions abroad. Currently, 49 sub-registrar offices in Sindh are connected with NADRA, ensuring secure identity verification.
The cabinet also approved provisions allowing biometric verification through an integrated NADRA-linked e-registration system. Verification can be completed either at sub-registrar offices or designated People’s Service Centers, further streamlining the process.
In a separate agenda item, the Sindh Cabinet reviewed a settlement proposal for the recovery of Rs342 billion in outstanding dues.
A settlement formula has been prepared for 635 petitioners whose cases are under litigation. Under the proposal, 15 percent of the dues will be paid in three installments, while the remaining amount will be payable in 12 equal annual installments, starting from July.
The cabinet also proposed reducing the cess rate to 0.8 percent for institutions that comply with tax laws. Additionally, under the Export Facilitation Scheme, a decision was made to grant full exemption from cess on goods meant for re-export.
