ISLAMABAD: The Pakistan Institute of Development Economics (PIDE) hosted a seminar titled “Inclusion, Diversity, and Rights: A Dialogue with Youth Experts”, highlighting urgent reforms needed to support Pakistan’s diverse youth population.
Moderated by Dr. Fizzah Khalid Butt, the panel featured Ms. Uzma Yaqoob (Forum for Dignity Initiatives), Mr. Ahmed Sultan Butt (Special Assistant to the Minister for Planning), and Ms. Huma Jehangir (Pakistan Youth Change Advocates).
Ms. Yaqoob criticized superficial youth policies and called for inclusive, well-funded frameworks addressing the needs of marginalized groups, including those with disabilities, minorities, and transgender individuals. She emphasized the need for genuine representation in policymaking, education, and climate initiatives.
Representing the government, Mr. Ahmed outlined the “URAAN Pakistan” strategy through 2029, focused on digital transformation, clean energy, equity, and climate resilience. Programs like the Young Peace and Development Corps and tech-focused Centers of Excellence aim to empower youth and reform employment strategies. He also emphasized local governance and inclusive urban planning.
Ms. Jehangir raised alarm over rising youth health issues, including diabetes and untreated mental illness. She urged policymakers to prioritize mental health and apply an equity-based approach, especially in underserved regions like Balochistan.
Panelists agreed that youth inclusion must be structural, not symbolic. Ms. Yaqoob advocated for reserved assembly seats for transgender individuals and warned against increasing restrictions on NGOs, which play a critical role in grassroots engagement.
Audience concerns about linguistic diversity, walkable cities, and accountability of government programs prompted renewed calls for effective implementation, political stability, and local empowerment.
Dr. Fizzah Khalid Butt concluded by urging collective action from policymakers, academia, and civil society to ensure all youth—regardless of background—can thrive and contribute meaningfully to Pakistan’s future.
