Rightsizing policy may affect over 60,000 federal govt employees

Process starts to amend some sections of Civil Servant Act of 1973 to enable govt to implement reforms.

ISLAMABAD: The federal government has started work on formulating a policy to implement the recommendations of a rightsizing committee to reduce its expenditures.

According to sources, the government is going to make changes to the Civil Servant Act of 1973 to implement the recommendations of the committee. If implemented, the recommendations would affect over 60,000 federal government employees. These employees would first be sent to the surplus pool from they would be sent home under a golden handshake policy. 

The sources set that the government was going to amend section 2 and 11 of the Civil Servant Act 1973. Section 2 deals with the promotion of the employees while section 11 is about retirement of the government employees.

Moreover, the finance division has  recommended to the government to also change section 19 of the Civil Servant Act. This section allows the government to change or altogether terminate the pension benefits of its employees. 

These recommendations were presented to the government by a committee formed by the government under the leadership of prominent economist Dr Kaiser Bengali.

However, Dr Bengali recently announced that he was going to resign from the committee as the government was not fully implementing  recommendations. He said that instead of starting the retrenchment of top level officers, the government had decided to send home low grade employees from scale 1 to 16.
