Govt Tightens Rules on Foreign Nationality Disclosure

ISLAMABAD: The federal government has introduced strict new regulations requiring civil servants to fully disclose any foreign nationality, dual citizenship, or overseas residency status, in a major move aimed at strengthening transparency and accountability in the bureaucracy.

According to an official notification issued by the Establishment Division after approval from the Prime Minister, concealment of foreign citizenship will now be treated as “misconduct” and may result in disciplinary action, including termination of service.

The newly notified Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules 2026 apply to all government employees, including those holding foreign travel documents or residency permits. Officials are now required to declare not only their own foreign affiliations but also those of their spouses and dependent children.

Under the new framework, candidates applying for government jobs must submit a declaration regarding any foreign citizenship, while serving officers will be required to file annual disclosure statements. A centralized record system will be maintained by the Establishment Division to monitor compliance across all departments.

The rules further state that no civil servant will be allowed to acquire foreign citizenship without prior government approval.

Failure to disclose accurate information, or providing false declarations, will be treated as misconduct and may lead to cancellation of appointment and departmental action under civil service regulations.

Authorities said the new policy has been introduced in response to growing concerns over dual nationality and foreign residency among public officials, with the aim of safeguarding national interests, sensitive information, and state affairs.

Officials added that a comprehensive verification system will also be implemented to scrutinize officers holding foreign citizenship or residency ties.
