KARACHI: The government of Sindh has issued a code of conduct and formal notification regarding the collection of sacrificial animal hides during Eidul Azha.
According to the notification issued by the Home Department, collecting hides without permission from Commissioners and Deputy Commissioners has been strictly prohibited. Authorities stated that the approval process will follow the guidelines of the National Counter Terrorism Authority (NACTA).
Only registered welfare organizations, seminaries, and charitable institutions will be allowed to collect hides. No banned organization will be permitted to operate under any alternate name or cover.
The notification further states that setting up collection camps, displaying banners, using loudspeakers, and organizing vehicle-based announcements for hide collection will not be allowed. Forcible collection of hides has also been strictly banned.
It has been made mandatory for all organizations to carry their official permits at all times during the designated period. Any violation of the rules may result in the confiscation of collected hides, which will be handed over to the district administration for proper disposal or distribution to authorized welfare bodies.
District administrations will also have the authority to inspect sites and take legal action against violations. Law enforcement agencies have been empowered to conduct spot checks on the instructions of local authorities.
Additionally, all licensed arms permits will remain suspended from 10 to 12 Dhul-Hijjah. Authorities will also issue permissions for collective sacrifice arrangements under the new SOPs.
The Home Department warned that strict legal action will be taken against violators, and Station House Officers (SHOs) have been authorized to enforce the rules under relevant criminal procedures.
